Every new character starts with a 5-slot Gathering Bag, and Chris at the Kerning City Repair Shop makes bigger ones. Gathering Bags hold ores, refined minerals, jewels, crystals and powders; double-click one to open it. You can have one of each bag per character. They can move between characters on your account, but can't be sold or dropped.

When a bag quest pays a bag, keep a free ETC slot. If you already carry that same bag, put that copy in account storage before claiming.
Where the NPCs stand: Chris in the Kerning City Repair Shop; Gordon and Vogen in El Nath Market; Mr. Do in Mu Lung; Francois in Ellinia; the Glimmer Man in New Leaf City Town Center.
Materials: ores drop from monsters all over the world. An ore your current bag quest asks for still drops from monsters outside your level range, until you hold the amount. Plates, jewels and crystals aren't dropped; you refine them from ore. Vogen in El Nath turns 10 ore into 1: plates cost 300 to 800 mesos each (Gold Plate 800), jewels 500 (Diamond 1,000, Black Crystal 3,000), Power, Wisdom, DEX and LUK Crystals 5,000, and a Dark Crystal 100,000. Mr. Thunder in Perion refines ore too, but no crystals.
Ores you'll refine for a plate or crystal quest don't count as "asked for", so farm those near your level.
